THE RUSSIAN ORGANIZING COMMITTEE OF THE III CONGRESS ON MENTAL HEALTH: MEETING THE NEEDS OF THE XXI CENTURY

On November 19, the Federation Council of the Federal Assembly of the Russian Federation held a regular meeting of the Organizing Committee for the preparation and conduct of the III Congress on Mental Health: Meeting the Needs of the XXI Century”. The main theme of the Congress is “Children, Society, and Future.”
The Chairman of the Organizing Committee, First Deputy Chairman of the Federation Council Committee on Social Policy, Igor Kagramanyan, noted the need to prepare scientific program activities in accordance with the priority areas of the Decade of a Childhood in Russia (by the Decree of the President of the Russian Federation No. 240 of May 29, 2017), and National projects ( by the Decree of the President of the Russian Federation dated by May 7, 2018 No. 204 “On National Goals and Strategic Tasks of the Development of the Russian Federation for the Period until 2024”).
Natalya V. Treushnikova, President of the Union for Mental Health, reported on the Workplan and provided information on the main areas of the scientific program, including: (1) Prevention of mental disorders to promote the mental health and well-being of children and adolescents; (2) Treatment and rehabilitation for the mental health and well-being of children and adolescents; (3) The mental health and well-being of gifted children; (4) The mental health and well-being of children and adolescents in difficult life situations; (5) The impact of sports on the mental health and well-being of children and adolescents; (6) The impact of culture and art on the mental health and well-being of children and adolescents; (7) The role of education in the mental health and well-being of children and adolescents; (8) Legal, economic and policy frameworks concerning the mental health and well-being of children and adolescents.
It was decided to include Congress in the plans of scientific events for 2020 by the Ministry of Health of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Ministry of Education of the Russian Federation, and the Ministry of Sports of the Russian Federation.
The meeting resulted also in appointing the curators for each of the scientific areas, which were: the Russian Society of Psychiatrists, the Russian Psychological Society, the All-Russian Professional Psychotherapeutic League, the Serbsky Federal Medical Research Center for Psychiatry and Narcology of the Ministry of Health of the Russian Federation; the Department of Psychology of the Lomonosov Moscow State University, the Bekhterev National Medical Research Center for Psychiatry and Neurology of the Ministry of Health of the Russian Federation; the State Scientific Center for Mental Health; the Moscow State Psychological and Pedagogical University; the Federation of Educational Psychologists of Russia; the Fund for Supporting Children in Difficult Life Situations; the Kutafin Moscow State Law University; the Sechenov State First Medical University of the Ministry of Health of the Russian Federation; The National Research Center for Children’s Health; the Soloviev Scientific and Practical Psychoneurological Center of the Moscow Department of Health; the Scientific and Practical Center for Child Psychoneurology of the Moscow Department of Health; the Alekseev State Psychiatric Clinical Hospital №1 of the Moscow Department of Health ; the Association of Child Psychiatrists and Psychologists; the Sukharev Scientific and Practical Center for the Mental Health of Children and Adolescents of the Moscow City Health Department; the Luria Research Center for Children’s Neuropsychology; the International Pedagogical Academy of Preschool Education; the National Association for the Development of Art Therapeutic Science and Practice “Art Therapy Association”; as well as the main children’s specialists of the Ministry of Health of Russia in the specialties of “Neurology”, “Child Psychiatry”, “Children’s Endocrinology”, ” Reproductive health ”,“ Medical and pharmaceutical education ”,“ Medical genetics ”, and “ Hygiene of children and adolescents ”.
